1.Scope and purpose
HiddenWeb.to ("HiddenWeb", "we", "us") is a directory that organizes links to independently operated clearnet websites and Tor onion services. It also provides website detail pages, community contributions and member features.
These Terms of Use describe the rules for accessing and using HiddenWeb. Please read them before creating an account or submitting content. Where a feature requires acceptance of these terms, that acceptance forms part of the agreement for that feature. Mandatory statutory rights remain unaffected.
2.Accounts and account security
Some features are available to visitors without registration; others require a member account. You must provide accurate registration information and use an email address you are entitled to use. Do not impersonate another person or organization.
Choose your username and email address carefully: they cannot be changed through your account settings after registration. Keep your password confidential, do not share access to your account and contact us if you suspect unauthorized access.
You are responsible for your own use of the account and for taking reasonable steps to protect it. Account holders are not automatically responsible for activity outside their control.
3.Acceptable use
Use HiddenWeb lawfully and respect the rights and safety of others. You must not use the service to:
- Publish, promote or link to unlawful content, including child sexual abuse material, threats, unlawful incitement to violence or unlawful disclosure of personal information.
- Distribute malware, operate phishing or fraudulent schemes, steal credentials or facilitate unauthorized access to systems.
- Harass users, impersonate others, post spam or submit deliberately misleading information.
- Manipulate votes, reviews, traffic counts or advertising statistics through bots, coordinated false activity or multiple accounts.
- Bypass access restrictions, security measures, submission limits or account suspensions, or interfere with the availability of the service.
These rules apply to submissions, reviews, reports, ownership requests, advertising enquiries and other interactions with HiddenWeb.
4.Website submissions and changes
When submitting a website, provide an accurate title, URL, description and appropriate subcategory. You must have the necessary rights to submit any accompanying text, logos or images. Do not submit information that falsely suggests an affiliation or ownership.
A domain may be listed only once. Submitting a subdomain, a different URL path or another variation does not avoid the duplicate-domain rule.
Website submissions and member-requested changes are subject to administrator review. Submission does not guarantee inclusion, a particular ranking or a fixed review time. We may request corrections or decline submissions that violate these terms or the published submission requirements.
Members can pause or request changes to their listings using the available account functions. Ownership claims and removal requests are reviewed separately; making a claim does not automatically establish ownership or transfer control of an entry.
5.Reviews, recommendations and reports
Reviews should describe a relevant experience or offer useful information about the website being discussed. Do not post fabricated experiences, personal attacks, advertisements or unrelated material. Do not disclose another person’s private information.
Reviews and comments submitted by guests or members require administrator approval before they are publicly displayed. Approval concerns publication on HiddenWeb; it is not an endorsement of the opinions expressed.
Likes, dislikes and other recommendations should reflect your genuine assessment. Do not submit repeated or coordinated votes to influence a result artificially.
Use reporting tools in good faith. A report is a request for review, not proof that a website or user has violated the rules.
6.Rights in your contributions
You retain any intellectual property rights you hold in content you submit. To operate the directory, you grant HiddenWeb a non-exclusive, royalty-free permission to store, reproduce, format and display that content as part of the service, including relevant search results and website detail pages.
This permission is limited to operating and presenting the service. It does not transfer ownership of your content to HiddenWeb. Formatting changes must not materially misrepresent your contribution.
You may request correction or removal of your contribution through the available tools or contact form. We may retain limited records where necessary for legal obligations, security or handling a dispute. Rights in third-party material must still be respected.
7.External websites and browsing risks
Linked websites are operated independently. Their content, operators, domains and practices can change after an entry is submitted or reviewed. HiddenWeb does not control those websites, and a listing does not establish that their content is lawful, accurate or safe.
Before opening an external website, consider its destination and take appropriate precautions. Avoid sharing sensitive information with unknown operators and use caution when downloading files, signing in or making payments.
Tor onion services generally require a compatible Tor connection. Their inclusion in the directory does not mean HiddenWeb has accessed or checked them through the Tor network.
References to external websites do not remove HiddenWeb’s own responsibilities under applicable law.
8.Availability labels, rankings and badges
Online, Offline, Unknown, Not Checked and Tor Unchecked describe the information available to the website checker. They are technical indicators, not security, identity or legal certifications. An availability result reflects a particular check and may no longer describe the website when you visit it.
An Unknown result does not establish that a website is offline. Not Checked means no check has been recorded; Tor Unchecked indicates that an onion service has not been checked through the current checking system.
Popular, Trending and Top Ranking views reflect the activity or recommendations used by their respective ranking features. They are not guarantees of quality. Partner / VIP badges and Featured placements identify a relationship, editorial highlight or promoted placement; they do not certify safety or reliability.
9.Moderation and account restrictions
We use submission limits, automated spam and security filters, and administrator review to protect the service. Automated checks may block a submission or flag it for review; administrators review submissions and requests using the available moderation tools.
Where content violates these terms or applicable law, we may decline publication, request changes, remove a contribution or restrict access to an affected feature. Repeated or serious violations may lead to suspension or banning of an account or listing.
Moderation measures should take account of the nature, severity and context of the issue. Where applicable law requires an explanation, notification or a means to challenge a decision, those requirements remain applicable.
If you believe a decision was made in error, contact us with the relevant listing URL, account information or request reference and explain why you are asking for a further review. Do not include passwords or unnecessary sensitive information.
10.Reporting unlawful content and rights concerns
If you believe content accessible through HiddenWeb is unlawful or infringes your rights, use the relevant Report function or contact form. Identify the exact HiddenWeb entry and, where relevant, the external URL concerned.
Explain the issue clearly, provide supporting details and include a contact address so we can ask questions or respond. Rights holders should explain the right involved and their authority to act. Never send unlawful files as evidence; a precise description and location are preferable.
We assess notices and take appropriate action in accordance with applicable law. Removing a HiddenWeb entry does not remove material from an independently operated external website.
11.Advertising and partnerships
Advertising requests and partnership applications are reviewed separately from ordinary directory submissions. An application does not by itself confirm acceptance, payment or publication.
Advertising placements, prices, payment arrangements and confirmed booking periods are governed by the booking confirmation and the separate Advertising Terms & Conditions. These Terms of Use do not replace those conditions or limit mandatory rights relating to paid services.
Advertising or partnership status does not authorize prohibited content and does not guarantee traffic, sales or other results. Paid or highlighted placement is not a security or legality certification.
12.Privacy and account deletion
Personal information is handled as described in the Privacy Policy available on this website. That policy explains the relevant processing purposes, retention and privacy rights; these Terms of Use do not replace it or serve as consent to unrelated processing.
You may use the account-deletion feature in your account settings. If you cannot access your account, contact us for assistance. Deleting an account does not automatically remove every directory entry, external reference or record that must lawfully be retained.
Requests about a particular contribution or website listing can be made separately through the available tools or contact form.
13.Service availability and liability
We aim to keep HiddenWeb available and useful, but maintenance, technical faults or third-party failures may interrupt access. Information, automated checks and community contributions can contain errors. We do not promise continuous availability or that every listing is complete or up to date.
Nothing in these terms excludes or limits liability for intent, gross negligence, injury to life, body or health, or any liability that cannot lawfully be excluded or limited. Mandatory consumer rights and any express commitments made for a paid service remain unaffected.
These terms do not impose a blanket exclusion of responsibility for HiddenWeb’s own legal duties. Whether liability arises in a particular case is determined by the applicable law and the circumstances.
14.Changes to these terms
We may revise these terms to reflect changes to the service, security requirements or applicable law. The current version will be made available on this page, and the last-updated date will identify the version displayed.
We will inform affected users of significant changes through an appropriate notice and obtain agreement where required. An update will not automatically rewrite an existing paid booking or remove mandatory rights. Continued browsing alone is not treated as blanket consent to every future contractual change.
15.Contact and questions
If you have a question about these terms, a moderation decision or a particular entry, use our contact form. Include enough information to identify the issue, such as the relevant HiddenWeb URL or request reference.
If a provision of these terms is ineffective, the remaining provisions apply to the extent permitted by law. Mandatory statutory provisions take precedence.
